General Description/Information


The Director of Safety and Security is a member of the RATP Dev USA executive team managing the transit system in Tucson AZ. Sun Tran operates three (3) modes: bus, paratransit and streetcar with about 900 employees and a fleet of over 330 revenue vehicles.


The Director of Safety and Security performs in an executive role in the Transit Safety and Security Division within the Sun Tran/Sun Van/Sun Link organization and is considered fully functional in all aspects of transit operations, safety and security. This position is responsible for managing the day-to-day safety and security requirements of Sun Tran/Sun Van/Sun Link staff and other transit agency staff, contracted operators that support service delivery related to the safety and security and operations and maintenance of a public transit system.

· Ensures that staff executes on safety and security standards.

· Ensures compliance with all company, client, Federal Transit Administration (FTA) and Arizona Department of Transportation (ADOT) regulations, policies, and procedures.

· Ensures that all reporting and risk management tools are up-to-date and correct at all times.

· Must have ability to develop Public Transportation Agency Safety Plans (PTASPs) in compliance with 49 CFR Part 673 – Public Transportation Agency Safety Plans.

· Must be able to oversee and manage all compliance aspects of agency’s PTASP.

· Ensures contract compliance with all applicable federal, state, local, and company regulations; ensures that related record keeping, and reporting requirements are met and maintained; provides support in implementing the approved recommendations.

· Maintains confidentiality of all information.

· Provide support and expertise to Sun Tran/Sun Van/Sun Link organization operations.

· Must have a clear track records of continual improvement.

· Perform additional duties as assigned


A Bachelor’s degree from an accredited college or university with major coursework in business administration, public administration, engineering or a related field. Experience may be substituted for a degree on a two for one basis. Successful completion of Public Transportation Safety Certification Training Program (PTSCTP). Other related transit experience may be considered.

· Advanced principles and practices related to transit safety and security policies and practices.

· Pertinent federal, state, and local laws, codes, and regulations, including basic requirements of the Americans with Disabilities Act (ADA) as it relates to public transit services.

· Principles of supervision, training, and performance evaluation.

· Principles of budget preparation and control.

· Principles and procedures of record keeping and report preparation.

· Public relations principles.

Ability to:

· Oversee and coordinate transit safety and security program.

· Supervise, direct, and coordinate the work of staff.

· Recommend and implement goals, objectives, policies, and procedures for transit safety and security.

· Ability to interpret chart recordings and data downloads (e.g., event recorder, SCADA logs, etc.)

· Understand the organization and operation of the Agency and of outside agencies as necessary to assume assigned responsibilities.

· Understand, interpret, and apply general and specific administrative and departmental policies and procedures as well as applicable federal, state, and local policies, laws, and regulations.

· Develop solutions to operations safety and security problems.

· Participate in the preparation and administration of assigned budgets.

· Plan and organize work to meet changing priorities and deadlines.

· Effectively represent the Agency to outside individuals and agencies to accomplish the goals and objectives of Sun Tran/Sun Van/Sun Link.

· Respond tactfully, clearly, concisely, and appropriately to inquiries from the public, Agency staff, or other agencies on sensitive issues in the area of responsibility.

· Interpret and apply federal, state, and local policies, laws, and regulations.

· Use a variety of professional management and/or technical concepts in accordance with Agency, Department and/or Program objectives to solve complex problems in creative and effective ways.

· Establish and maintain effective working relationships with those contacted in the course of work.

Skill in:

· Applying advanced principles and practices.

· Conducting accident/incident training, prevention, and investigation.

· Attained professional level certifications in safety and security.

· Demonstrating strong interpersonal techniques and demonstrating a consistent commitment and ability to work with diverse work groups and individuals.

· Demonstrating a positive customer service orientation with internal and external clients.

· Applying appropriate oral and written communication techniques to various individuals ranging from Agency employees, the general public, elected officials, community leaders, and local, state, and federal agencies.

· Developing internal audit program plans and performing said internal audits.
