Procurement Manager - Public Transit

Compensation: Hiring Range: $90,916.80 - $110,510.40 annually.
General Description/Information
ABOUT THIS POSITION
The City of Phoenix Public Transit Department procures and manages mission-critical service contracts for fixed route bus operations, paratransit, technology, and security, as well as large commodity contracts such as those for vehicles and fuel. Management of transit procurements requires compliance with both City of Phoenix and Federal Transit Administration processes and policies.
The Public Transit Department is seeking an experienced government Procurement Manager to manage the department's procurement and contract administration activities. The position reports to the Assistant Public Transit Director and supervises a team of three procurement/contract professionals.
IDEAL CANDIDATE
The ideal candidate for this position is a customer-focused and detail-oriented procurement manager who can manage a portfolio of complex procurements according to a schedule while mentoring the team to produce quality and timely work products.
Responsibilities/Duties
The Procurement Manager will manage the team responsible for timely and compliant procurements, including Requests for Proposals, Invitations for Bid, and Requests for Quotes. The team also performs contract administration and drafts amendments, intergovernmental agreements, and leases.
The Procurement Manager will work closely with the Law and Finance Departments, as well as with all divisions within the Public Transit Department.
Qualifications/Requirements
MINIMUM QUALIFICATIONS
- Four years of experience, two of which involved supervising the procurement activities of a high volume governmental procurement section including experience in contract administration and contract writing.
- AND a Bachelor's degree in business or public administration, engineering, science, or a related field,
- OR certification as a Certified Public Purchasing Officer or Certified Purchasing Manager.
- Other combinations of experience and education that meet the minimum requirements may be substituted.

PREFERRED QUALIFICATIONS
The minimum qualifications listed above, plus:
- Five or more years in government procurement.
- Three or more years supervising professional staff.
- Two or more years using SAP/SRM for contract administration.
- One or more years using OpenGov, or similar system, for procurement management.
- Experience complying with Federal agency requirements for procurements and contracts.
- Transit-specific procurement or contract experience.
- Procurement certifications, such as Certified Public Procurement Officer, Federal Acquisition Certifications, or Certified Purchasing Manager.
- Working with the Federal Transit Administration.
