Ray Tellis is the Federal Transit Administration’s Region 9 Administrator. Region 9 supports public transportation in four states, Arizona, California, Hawaii, Nevada, and three US Pacific territories, American Samoa, Guam, and the Commonwealth of the Northern Mariana Islands, altogether representing nearly 165 transit agencies.

In his capacity as regional administrator, Ray oversees a $25 billion program, and provides executive direction to a professional staff of 42 individuals, in four locations, responsible for planning, project development, program management, project oversight and financial management functions.

Ray has over twenty-five years of experience in the public transportation industry and has worked closely with officials at state departments of transportation, metropolitan planning organizations, transit providers and other FTA stakeholders.

Karla Petty is the Federal Highway Administration’s Arizona Division Administrator. In this capacity, she leads an office of professionals that deliver the Federal-aid Highway Program and discretionary grant highway projects in Arizona. She and her staff provide program & technical assistance, oversight and guidance to Arizona Department of Transportation, Metropolitan Planning Organizations, and other transportation partners. Through financial and technical assistance the Arizona Division strives to improve highway safety, mobility, and livability while encouraging innovation.

Karla has over thirty years of experience in the highway transportation industry and has worked in seven states. She works closely with officials at state departments of transportation, metropolitan planning organizations, local and tribal governments, and other FHWA stakeholders.
